Ref-scoped; shows un-introduced observers rather than hiding them. v2: excludes higher-tier role claims (the built-in admin property gen:hasAdmin, or a role whose declaration's npa:hasRoleType is gen:AdminRole/gen:MaintainerRole/gen:MemberRole) — those are not self-assignable, so an unapproved one belongs in list-space-non-approved, not here.
