A FIP is resolved through its declaration index; a FIP without an index (such as an rFIP) through the declarations of the same community. For such a FIP the declaration version is chosen by ranking the community's declaration versions: a version equal to the FIP's own schema:version wins, otherwise the most recently published one is used. Versions are compared after stripping a leading "v" or "v.", because the FIP wizard writes the profile version and the declaration versions in different formats (e.g. "0.0.2" vs "v0.1.1") and does not keep their numbering in step; without this fallback such an rFIP lists no FSRs at all. Rows are grouped by FSR. The five declaration predicates are matched in a single scan through a two-column VALUES block binding the predicate and its use label together, rather than as a five-way UNION over the declaration assertion graphs;
